NOTICE OF PUBLIC HEARING AND INTENT TO ADOPT REPEAL OF OUTDATED PROVISIONS OF THE POPE COUNTY ENVIRONMENTAL HEALTH ADMINISTRATIVE ORDINANCE

The Pope County Board of Commissioners shall have on its agenda a proposed ordinance and shall conduct a related public hearing on Tuesday, April 2, 2024, at 9:00 am, or as soon thereafter as the matter can be heard, in the Courthouse Third Floor Boardroom on the proposed adoption of Ordinance No. 202404, which would repeal outdated provisions of the Pope County Environmental Health Administrative Ordinance. The proposed ordinance, if adopted, would specifically repeal Ordinance No. 201001, adopted May 18, 2010, which addressed licensure and fees regulating certain activities under the authority of public health offices under Minnesota laws and rules, where separate procedures are not established by delegation agreements with the State of Minnesota.  Specific public health licenses and fees are now addressed elsewhere in Ordinance Nos. 201501, 201502, 201503, 201504, and 201505, and public health officials advise no further need for the remaining provisions of Ordinance No. 201001.  The draft ordinance may be viewed here on the Pope County website at www.popecountymn.gov under News and Announcements.  The public may also view the draft ordinance and offer written comments on the ordinance before the date and time of the hearing to the County Administrator’s Office in person or by mail at the Pope County Courthouse, 130 Minnesota Ave. E., Glenwood, MN 56334.  The public is also invited to attend and offer oral or written testimony before the Board at the public hearing.

NOTICE OF PUBLIC HEARING AND INTENT TO ADOPT DANGEROUS, AT-LARGE, AND NUISANCE ANIMAL ORDINANCE

The Pope County Board of Commissioners shall have on its agenda a proposed ordinance and shall conduct a related public hearing on Tuesday, April 2, 2024, at 9:00 am, or as soon thereafter as the matter can be heard, in the Courthouse Third Floor Boardroom on the proposed adoption of Ordinance No. 202403, which would regulate dangerous, at-large, and nuisance dogs, domestic animals, and prohibited animals in the County. The proposed ordinance, if adopted, would declare dogs and domestic and prohibited animals running at large without permission on the property of another to be unlawful; define procedures and powers related to the designation of dangerous dogs and animals; allow for the declaration of dogs and other domestic or prohibited animals to be nuisances when running at large, exhibiting dangerous propensities, disturbing the peace, producing uncontrolled waste, menacing, attacking, or biting; and provide for the impoundment, enclosure, and claim procedure for seized animals. The proposed ordinance defines the penalty for its violation as a misdemeanor, and also allows for other statutory and taxation of cost remedies to be pursued for violations. NOTICE OF PUBLIC HEARING AND INTENT TO ADOPT CANNABIS PUBLIC USE ORDINANCE

The Pope County Board of Commissioners shall have on its agenda a proposed ordinance and shall conduct a related public hearing on Tuesday, April 2, 2024, at 9:00 am, or as soon thereafter as the matter can be heard, in the Courthouse Third Floor Boardroom on the proposed adoption of Ordinance No. 202402, which would regulate the use of cannabis and cannabis-derived products in public places and prohibit the use of cannabis and cannabis-derived products by those under the age of 21.  In accordance with recent state legislation, local governments may regulate certain uses of cannabis and related products in public places and as otherwise allowed by statute. The proposed ordinance, if adopted, would prohibit the use of cannabis and cannabis-derived products in public places; prohibit the smoking or vaping of cannabis or other derived or similar products in a location where inhalation of a minor may occur; and prohibit recreational use of cannabis or other derived or similar products by those under the age of 21. The proposed ordinance defines the penalty for violation as a petty misdemeanor, a fine-only penalty not to exceed $300 in accordance with law. INFORMATION ON PROPOSED BIG STONE SOUTH TO ALEXANDRIA POWERLINE PROJECT IN POPE COUNTY

INFORMATION ON PROPOSED BIG STONE SOUTH TO ALEXANDRIA POWERLINE PROJECT IN POPE COUNTY

Pope County and its residents have been receiving correspondence from proponents Otter Tail Power Company and Missouri River Energy Services regarding a proposed powerline project, the “Big Stone South to Alexandria” line.

According to filings by the project proponents, the currently-proposed potential routes for this project do include a significant portion of Pope County land.

Therefore, as a public service, Pope County is advising its residents of the proposed project and noting upcoming opportunities for public engagement at upcoming public meetings, which include an open house on February 20, 2024 from 3:00 p.m. to 6:00 p.m. at Central Square, 105 2nd Ave NE, in Glenwood. Other dates and project information can be found on at www.bigstonesouthtoalexandria.com, the proponents’ project page.

Note that Pope County is not affiliated with the proposed project before the Minnesota Public Utilities Commission, and questions or comments regarding the project should be directed to the proponents, Otter Tail Power Company and Missouri River Energy Services, or to the Minnesota Public Utilities Commission. NOTICE IS HEREBY GIVEN that, on January 16, 2024, Ordinance No. 202401, Establishing the Pope County Housing Trust Fund, was adopted by the Pope County Board of Commissioners.

NOTICE IS FURTHER GIVEN that, pursuant to Minn. Stat. §§ 331A.01 and 375.51, a summary of Ordinance No. 202401 is provided as follows:

Ordinance No. 202401 provides the County with additional tools to support the rehabilitation and preservation of existing affordable housing within the County, promotes the development of affordable and workforce housing within the County, and may assist individuals with rental and down payment assistance through the establishment of a Pope County Trust Fund Account, to be maintained by the Pope County Housing and Redevelopment Authority – Economic Development Authority (the “HRA-EDA”). By ordinance, funds received by the HRA-EDA on behalf of the Trust Fund would be deposited in the Trust Fund Account.

NOTICE IS FURTHER GIVEN that copies of the ordinance are available for public inspection on the County’s public website at www.popecountymn.gov, in the office of the Pope County Administrator during normal business hours, or upon request by calling 320-634-7704.

DEADLINE FOR FREMAD SITE REDEVELOPMENT PROPOSALS IS FEBRUARY 2 AT 11 AM

The deadline for redevelopment proposals for the former Fremad building site in Glenwood is fast approaching on the morning of February 2, 2024.

Pope County HRA-EDA is seeking development proposals from qualified firms, developers, purchasers and builders for the opportunity to purchase and develop this HRA-EDA owned property. The intended outcome of this Request for Proposals process is the creation of a development/purchase agreement that will establish terms and conditions, and further define the scope, design, overall use, and development of the Property.

The property is located at the corner of Franklin Street and 1st Avenue SW in the City of Glenwood. The property consists of parcel numbers: 21-0198-000; 21-0197-000; 21-0197-001.

Requests for proposals are currently being accepted by the HRA-EDA, and will be accepted through 11:00 a.m. on Friday, February 2, 2024.

Pope County business offices will be closed on Monday, January 15, 2024 in recognition of the observed Martin Luther King, Jr. Day holiday.  County offices will be open during regular business hours weekdays, 8:00 a.m. to 4:30 p.m., through Friday, January 12, will be closed Monday, January 15, and will reopen on Tuesday, January 16 at 8:00 a.m.

The Pope County Board of Commissioners shall have on its agenda a proposed ordinance and shall conduct a related public hearing on Tuesday, January 16, 2024, at 9:00 am, or as soon thereafter as the matter can be heard, in the Courthouse Third Floor Boardroom on the proposed adoption of Ordinance 2024-01, which would establish the Pope County Housing Trust Fund.
