North Lakeshore Drive
State Aid Project 061-654-006
This project consists of removing the existing pavement structure between the concrete curb and gutters and replacing it with a new asphalt pavement. The work extends between Trunk Highway 28 on the west end and the city limits of the City of Long Beach on the east end. A map of the project area is depicted below. The project is scheduled to begin on September 8th and is expected to be completed within 6-10 working days.
September 24, 2026 Project Update
The project is now complete. The contractor will be arranging to remove barricades and any final cleanup that is needed.
September 21, 2026 Project Update
Tomorrow the subcontractor will be installing pavement markings. Traffic should be careful not to cross the fresh paint to the extent possible. Therefore, if you see the paint truck apply new paint before anyone is leaving or entering their driveways, it would be helpful if you can wait a few minutes for the paint to dry. It should not take any longer than 15 minutes for the paint to be fully dry. The entire process will include milling a shallow groove where the stripes will be placed first, then going back with a paint truck to apply the pavement markings. On Wednesday they plan to install the planned crosswalk markings.
September 16, 2026 Project Update
All paving on the project is anticipated to be completed between 3:00 and 4:00 p.m. today. The road will be open to traffic, but some traffic control barricades will remain on each end of the project corridor until pavement marking is complete. The subcontractor who will be performing the pavement marking work is scheduled to start work next week. Once the actual date of traffic marking operations is confirmed, a new update will be posted to the project website.
September 15, 2026 Project Update
The contractor anticipates completing the eastbound lane today, sometime between 4:00 and 5:00 p.m. At that time, the contractor will be moving equipment back to the west end of the project and begin paving the westbound lane (against traffic) until the end of day around 7:00 p.m. This means that the paving operation will be completed on the westernmost quarter-mile or so at the end of the day today.
Tomorrow the contractor will start the day by paving the entrance approach at S. Golf Course Road at 7:00 a.m. This will result in the intersection being fully closed for about 1-2 hours in the morning. Then the contractor will move equipment back to where they finish paving today in the westbound lane and continue paving toward the east (against traffic) to the east end of the project near the DNR building.
September 14, 2026 Project Update 2
Due to the rain today the contractor was only able to complete about 1000 feet of paving this morning. If paving is able to resume tomorrow (Tuesday, Sept 15), the contractor plans to continue paving in the eastbound lane from where they left off today. The paving will again progress from west to east.
September 14, 2026 Project Update
The contractor is starting to pave in the eastbound lane, starting on the west end of the project at the intersection with State Highway 28. There is rain forecasted today, so operations will continue as long as the rain holds off. Travelers through the corridor should avoid travelling on the tack oil or new asphalt placed on the roadway until the traffic flaggers indicate it is safe to do so. This is typically about 1/2 hour or so after the rolling operations are complete on the new pavement.
September 11, 2026 Project Update
The contractor is on pace to complete the first lift of asphalt paving on both lanes by the end of the day. Due to the contractor working from west to east, the easiest route to access businesses, such as Captain’s Bar and Grill, for the remainder of the day is from the intersection at the State Highway at the west end and not from the City of Glenwood because road work is happening now between Captain’s Bar and Grill and downtown Glenwood.
After the contractor is done working today (Friday, Sept 11), there is no construction work planned over the weekend. Paving work is scheduled to begin again at 7:00 am on Monday, September 14th. The work will again progress from west to east.
**September 10, 2026 Project Update**
There has been a change of plans to today’s operations. The contractor will be working on the eastbound lane rather than the westbound lane as outlined in yesterday’s update. Therefore, access to driveways along the route will be easier for properties on the north side of the road today and more difficult for properties on the south side (lake side) of the road. If construction progresses as expected, the construction work will be shifted to the westbound lane tomorrow.
September 9, 2026 Project Update
The contractor has completed the removal of the top 2.5 inches of pavement for the entire project corridor. Tomorrow the operations will become more complex and involved, creating more difficulty in accessing certain properties throughout the day. Please continue reading for more specific information about the anticipated construction operations and traffic impacts.
Beginning first thing in the morning at 7:00 am, the milling machine will begin removing an additional 2.5 inches of material depth, starting at the west end at State Highway 28 and working against traffic in the westbound lane against the concrete curb and gutter. The result will be a 5 inch drop off from the gutter to the roadway and this will inhibit the ability for certain vehicles to drive in and out of driveways along that area for a temporary period of time. Once the milling operation has completed enough removal to stay ahead of a paving operation, the paving crew will mobilize to the west end of the project and begin paving the westbound lane (against traffic) from west to east behind the milling operation and filling in what was removed with new pavement. The two operations will continue to work in tandem from west to east for the entirety of the day with the goal of having the first 2.5 inch lift of new asphalt pavement in place in the eastbound lane for the entire length of the project by the end of the day. From the time the milling machine passes by a property/driveway until the new pavement has been placed and rolled, it would be best to plan not to access adjacent properties. This should be about a 1-2 hour window of time as the operation progresses from west to east. If there is an emergency or need to get in or out during that window of time, please try to get the attention of one of the workers and we will work to get a temporary ramp made to provide access to the property. To the extent possible, it would be appreciated if landowners could plan ahead to either leave early and/or return later in order to avoid conflicts with the construction operations.
Initially in the morning, access onto North Lakeshore Drive from State Highway 28 will be restricted to construction traffic only and vehicles will be routed around on State Highway 28.
September 8, 2026 Project Update
Today the contractor should complete milling the top 2.5 inches of pavement between State Highway 28 and Captain’s Bar and Grill. Tomorrow milling and pavement removal work will continue from Captain’s Bar and Grill to the east end of the project near the DNR Office Building. This means construction operations will extend past the intersection with South Golf Course Road and may have more traffic impacts throughout the day. Please avoid driving through the work area if possible, but if not, proceed with caution and watch for traffic flaggers for assistance with navigating through the construction corridor. If work progresses as expected, the initial milling work will be completed tomorrow, resulting in a bit of a elevation difference between the driving surface and adjacent concrete gutters and driveways.
September 7, 2026 Project Update
The project is on schedule to start tomorrow, Tuesday, September 8th at 7:00 am. The work will begin at the west end of the project corridor at the intersection with State Highway No. 28. The main operation will be milling and removing the top 2.5 inches of asphalt pavement. This will involve a milling machine removing the pavement material and loading it into trucks. The trucks will be hauling through the project corridor from West to East. If possible, it would be best to avoid the west half of the project area. However, there will be flaggers in place to help guide traffic through the work area. Work is expected to continue until about 7:00 pm.
August 14, 2026 Project Update
At this time, the project is on schedule to begin on September 8th. If weather cooperates, our expected construction schedule is as follows:
(Day 1) The contractor will begin milling the top 2.5” of pavement off the roadway between the concrete gutters. The contractor will start on the west end at the intersection with TH 28 and work toward the east. The milling operation will require 4 passes to cover the entire width of pavement, so will remove a single pass width for a certain distance, then pull back to the beginning and remove the second pass, and so on until they complete the entire roadway width and length. They are expecting to get roughly ½ of the project length completed on the first day. The result will have the driving surface of the road approximately 2.5” lower than the adjacent driveways and periodic times of uneven lanes. During this operation, flaggers will be used to help direct traffic safely around the milling operation. Residents on the east end of the project corridor should consider ingress and egress from their property to the east during this first day.
(Day 2) The contractor will continue milling the top 2.5” of pavement off the roadway using the same process as the day before and working from where they left off and from west to east. Again, flaggers will be used to help direct traffic around the milling operation. When complete the road surface will be lower than adjacent intersections and driveways as well as on each end of the project. Once milling operations progress past a residences property from west to east, those residents should consider ingress and egress from their property to the west to avoid conflicts with the contractor’s milling operations.
(Day 3) On this third day of construction, the contractor will begin working on the east end (Near the DNR building) and work will progress toward the west. The contactor will begin with removing an additional 2.5” of pavement thickness from the eastbound lane. After about 3 hours of milling, the contractor will begin paving in the fully milled out area. Then both operations will be going on at the same time. At this time when both operations (milling and paving are occurring), access to CSAH 54 off South Golf Course Road will be closed. A mill machine will continue to remove existing pavement ahead of the paving operation that is filling in a new layer of pavement behind them. The goal for the day is to complete replacing a 2.5” lift of asphalt pavement for the full length of the project in the eastbound lane. For a period of time (approximately 3-4 hours) their will be a 5” deep drop between the curb and gutter elevation and the bottom of the removed pavement surface. Landowners are strongly encouraged to avoid the need to access property in the window of time when a 5” drop exists. When access is needed, the contractor will work to provide a ramp into the property or for any necessary emergency access. On this day while both operations are underway, the contractor is considering the use of a pilot car to help direct traffic through the project corridor.
(Day 4) This day will follow the same process as the day prior, except the work will be from east to west in the westbound lane. At the end of the 4th day, the goal is for the road to have a new 2.5” lift of pavement for the entirety of the project corridor and it will remain this way for the weekend, that is to say, there will be a 2.5” elevation difference between the road surface and the various driveways. Again, on this day while both operations are underway, the contractor is considering the use of a pilot car to help direct traffic through the project corridor.
(Day 5) On this day, the contractor will plan to perform the final lift of asphalt paving. The operation will again be performed beginning at the east end of the project and working toward the west. The goal for the day is to complete a single lane for the entire length of the project. Flaggers will be used at each end of the project and at the intersection with South Golf Course Road to help direct traffic through the work zone during paving operations. Landowners may be delayed with getting access to their properties while the paving operations extend past their properties. It will be a moving operation and the delay could be anywhere from ½ hour to 2 hours.
(Day 6) This is scheduled to be the last day of paving operations. The process will be the same as the prior day, except in the other lane. At the end of this 6th day of construction, the goal is to have all paving operations complete. Landowners may be delayed with getting access to their properties while the paving operations extend past their properties. It will be a moving operation and the delay could be anywhere from ½ hour to 2 hours.
After paving operations are complete, a subcontractor will be utilized to install pavement markings, which includes painted center and edge lines as well as crosswalk markings.
